I have a tank of size 24inch(L)x12inch(B)x18inch(H). I have put two LED bulbs of each 9W. Is it sufficient for the plants?

Depends on the type of Led bulb. Ideally it should be able to support lowlight plants.

Depends on the type of Led bulb. Ideally it should be able to support lowlight plants.

I am using Wipro 9W LED which has 900 LUMEN. Using TWO. So what factors I need to check to verify whether they are sufficient?

which all plants do you have? Plants like HC wont grow and for Anubis its fine

I have a question. Taking consideration of my tank size and LED preference, How much WATT should I use for a healthy plant growth?

Taking consideration of my tank size and LED preference, How much WATT should I use for a healthy plant growth?[/quote]Watt per gallon doesn't hold good for LEDs, going by rapidled's guide you will require 12x24/28~11 x 3W led, but these calculation are for efficient Cree Led's, for less efficient chip you will have to use more. In case you are planning for low light plants like Amazon swords, I guess 2 of the bulbs that you are using right now will be more than sufficient.
