Im planning to buy the Ista aluminium cylinder, have a few questions:

1. Can these cylinders be filled by the local co2 refill guys?
2. How is the quality, do they come with a safety certificate.
3. Also need info on the ista co2 regulator which has a no tool feature, are there any leakage issues.

Yes.

They are safe but dont know about safety certificate. Using from last 2-3 years.

No leakage issue. Consider only the valve underside of regulater. If it damaged, leakage will be occur.
