I will buy an ADA substrate as suggested by Aamir from aquapetz, but I want to know if a tank that I have will work (as it has inbuilt water filter and oxygen bubble thingy), or do I have to buy a new tank ?
plants/ decorative items are secondary items..

Remove the pipe of bubbles. Rest of the tank and accessories have no problem for growing plants.

He have not mentioned about lights. As I remember he have only a 11 watt CFL in the tank and I already advised him to install a 27 watt CFL in place of 11 watt.

deekshant, work faster! We're all in a sweat about your tank now. U have no choice but to get cracking on your 32 liter and turn it all green now. This is a small tank, so it will be easier. Show us some progress on the ground!

Yes the light in that tank is a 11 W CFL Tube.. I will soon change it, I saw some images on the web,(just to give an idea how I want my tank to be..)
