There was a shop in Indiagate who used to have excellent quality black sand. I have used it many times in the past. His name is Gaurav Shukla: 9212179279.

Black sand is available with Stone crushers. It is a substitute for fine sand when making stone walls as it is cheaper than sand and also gives a dark color which matches better with stone.
It is called crushed stone sand or something like that.
